Foreign Office, March 17, 1909. I AM directed by Secretary Sir E. Grey to acknowledge the receipt of
your of the 9th instant on the subject of the proposed railway from Pukow to Sinyang.
As you were informed on the 6th ultimo, His Majesty's Minister at Peking has been asked for his observations on your previous letter of the 3rd ultimo. Until these have been received it is not possible to take any action in the matter; but, in any case, the present moment, would appear to be especially unfavourable to approach the Chinese authorities on this matter, in view of the very inadequate terms as regards security on which they are now trying to secure loans.
A copy of your letter under reply will, however, be sent to Sir J. Jordan also, and a further communication will be addressed to you on receipt of his report.
